RAFFLES PLACE PARK

Design proposal for the Raffles Place Park Design Competition in 2024.
Raffles Place Park will be transformed into an Oasis of Art and Inclusivity within the CBD. Gentle undulation of green and blue spaces provide relief from its tall and hard surroundings.
New spatial and programmatic qualities of the park will encourage an inclusive convergence of workers, tourists, children, and elderly. It is both a park with pockets of quiet respite, and nodes for congregation.

REST
The existing hard-edged planters have been economically re-moulded into elevated green PICNIC MOUNDS that support taller trees. Retaining walls cut into the mounds to create nodes for seating. THE WOODS are a cluster of low canopy trees that shade a series of urban furniture for a cooling respite.



PLAY
Inclusive playscapes inserted to the park include PLAYGROUNDS and WADING POOL for children of all age groups; exercise equipment suitable for all; a MAZE; mirrored wall-covering to facilitate self expression; and a basketball court which co-exists with the event space.



SCULPTURE AS LANDMARK
The park is a metaphorical urban art collection enhanced with two new sculptural landmarks: a stock-chart-inspired steel structure with creepers as a new entrance façade along Collyer Quay; and a 3-storey “STAIRWAY TO …?” sculpture which defines the park’s center. Sculptural lampposts throughout provide a cohesive identity.



PEDESTRIAN-CENTRIC SAFE SPACE
The park’s nodes follow pedestrian flow with no major level changes. Wave-like patterns extend to nearby roads to slow traffic. Sharp corners are curved, mirrors cover MRT exit walls for security, and back-of-house activities are concealed behind vegetated trellises.
